The ocean had a landmark year. The High Seas Treaty entered into force on January 17, 2026 with 78 ratifications, marine protected areas crossed the 10% threshold in April 2026, and the International Seabed Authority is under unprecedented pressure over deep-sea mining rules. None of that happened by itself. Here are eight of the humans making it happen.
This is the inaugural run โ all eight profiles below are new.

Key actions & campaigns: Pulitzer Prize winner who founded the nonprofit newsroom The Outlaw Ocean Project, reporting from seven oceans and 36 countries on crimes most people never see: sea slavery, illegal fishing, oil dumping, murder in international waters. His book, podcast, and New York Times series set the standard for the beat, and a Netflix adaptation produced by Leonardo DiCaprio is in development.
Why he matters: Two-thirds of the planet is water, and almost none of it has witnesses. Urbina made himself one.

Key actions & campaigns: Heads the world's only program using cryopreservation to save coral reefs. Her team freezes coral sperm, larvae, and stem cells into biorepositories โ a genomic vault now covering twelve species from two oceans โ and uses cryofrozen sperm to crossbreed heat-resistant coral strains. An August 2025 BioScience paper she contributed to warned that 95% of shallow reef-building corals could die within decades without intervention.
Why she matters: If the worst happens to reefs, her frozen vaults are the seed bank that could rebuild them.

Key actions & campaigns: Pristine Seas, which he founded, has helped establish 31 marine reserves protecting millions of square kilometers. Its Global Expedition (2023โ2028) aboard the R/V Argo is surveying the tropical Pacific to hand governments the science they need to protect their waters โ Fiji's Great Sea Reef was the tenth stop in 2025. His 2025 study mapped exactly what 30x30 requires: roughly 300 more large offshore MPAs and 188,000 small coastal ones by 2030.
Why he matters: He turns pristine science into the political case for protection, reserve by reserve.

Key actions & campaigns: Leads Operation Antarctica Defense 2026 aboard the M/Y Allankay, documenting industrial krill super-trawlers in whale feeding grounds, hosting at-sea scientists, and pressuring retailers. That pressure worked: Holland & Barrett will stop selling krill products from April 2026. Last season's record 620,000-tonne krill catch triggered the fishery's first-ever early shutdown. He also built Sea Shepherd's model of partnering with African coastal states โ Gabon, Liberia, Namibia and more โ to arrest illegal fishing vessels.
Why he matters: He puts ships where the exploitation is, and makes it visible and expensive.

Key actions & campaigns: A former Royal Navy officer (27 years) and ex-director of Pew's End Illegal Fishing Project, Long leads the organization that just achieved something once thought impossible: mapping 100% of the global industrial fishing fleet, nearly tripling detectable vessels with new satellite imagery. In 2025 GFW supported surveillance across 70 million kmยฒ of ocean and helped drive 400+ enforcement actions, including a data partnership with Gabon. Nearshore optical imagery โ covering the world's two million small vessels โ is due for public release in 2026.
Why he matters: You can't protect what you can't see. He made the invisible fleet visible, for free, to everyone.

Key actions & campaigns: A leading Pacific voice against deep-sea mining, Smith calls for a 10-year moratorium in the Cook Islands and travels to the outer islands to explain to communities what mining the seabed could mean for their food security. She attended the International Seabed Authority sessions with the Indigenous Pacific delegation, won a 2026 Ocean Stewardship Award, and was selected for the 2026 Edinburgh Ocean Leaders cohort.
Why she matters: The deep-sea mining fight will be decided in the Pacific, and she makes sure Pacific communities have a seat and a voice.

Key actions & campaigns: Created the Ocean Rights framework in 2017 and now heads the Ocean Rights department at Ocean Vision Legal, the first law firm dedicated entirely to marine protection. She has helped draft rights-of-nature laws in the US, Panama, the Philippines and across the Pacific, drafted Panama's motion to the 2025 IUCN World Conservation Congress, keynoted the One Ocean Science Congress, and sits on the UN Ocean Decade steering committee.
Why she matters: She's rewriting the legal grammar of the ocean โ from a resource to be divided into a living system with rights.

Key actions & campaigns: A 2026 Goldman Environmental Prize winner, Hurley mobilized 15 Indigenous nations, Alaskans and NGOs to defeat the proposed Pebble Mine, securing a historic EPA veto that protects 25 million acres of salmon-rich watershed feeding Bristol Bay โ the world's largest sockeye salmon fishery.
Why she matters: She proved that Indigenous-led coalitions can stop a mega-mine and safeguard a wild fishery that feeds the world.
